Is there anyway, we can configure to copy item master data the latest attachment (from attachment tab) to the PO line, when the PO created, either the PO created from base document or manually.

If you made a UDF of the type General >> Link in the row of the document and then also on the item master data then you could use an FMS query (you could also us the PostTransactionNotification to auto copy the value to the row on "Add").
The "Link" style UDF allows you to double-click to open the attachment.
If you want to be able to conditionally include attachments from item master data into an email for example you could do this easily with B1UP: Print & Delivery.
So it depends if you just want to be able to double-click and view the file or you somehow want to incorporate it into an email to the vendor.
