CDP-23559 - Why only for Development Goals?

Being able to access development goals based on RBP instead of on employee relationships is a huge enhancement with a lot of use cases. It seems to only be available for developmeng goals, not performance goals. If this is the case, why the limitation?

We want to evaluate the business need for this first as it complicates the system. We do not want to rush into something that is not required for our customers. So is the ask here the same for performance goals?

Also due to capacity this was not picked up in 1H 2024.

Does this mean that employees will no longer have the ability to add performance goals for themselves? We're unable to establish what was updated that changed the ability of our current/updated CPM vers to prohibit ability to add goals in general. Nothing shows when searched by keyword on the What's New Viewer.
